Article 294: San Francisco Pauses New Data-Centre Development for 45 Days

Mayor Daniel Lurie signed a citywide 45-day moratorium on new data-centre development on 16 October, after the Board of Supervisors passed it unanimously. During the pause the Planning Department must study data centres' impacts and write controls for them. Supervisor Shamann Walton criticised the zoning code for lacking a "true definition for data centers."

Key Takeaway: The unanimous vote and the missing definition are the same story. A city cannot regulate a thing it has not defined, and the reason it has not defined one is that nobody expected data centres to become a land-use question in a city with almost no land. Forty-five days is not long enough to build a planning regime, so the realistic outcome is either a definition narrow enough that the next generation of facilities falls outside it, or an extension nobody called a moratorium. The significant part is the precedent: the place most culturally aligned with the AI industry has just established that it is willing to stop building for it.
