Washington is tightening restrictions on foreign drones and robots, but new analysis suggests the outcome isn't a clean split — it's a fragmented global market where China still holds the cost curve.

Through July and August, Washington tightened restrictions on foreign-made advanced robotic systems and imposed steep tariffs on imported drones and components, both moves citing national-security concerns. The drone tariffs take effect in September, with additional component tariffs following in 2027.

These moves are part of a broader effort to restrict foreign technology in strategically important industries. The FCC's Covered List, established in 2021, originally targeted telecom and surveillance equipment from companies like Huawei, ZTE and Hikvision — before expanding to foreign-made drones and, most recently, advanced robotic devices. It lands at a moment when Chinese manufacturers have built commanding positions in both drones and humanoid robots, often at prices U.S. and European rivals struggle to match.

Who Actually Ships the Robots

The data makes the stakes clear. China dominates global humanoid manufacturing, with global shipments hitting 22,000 units in the first half of this year — the vast majority from Chinese makers, per a Counterpoint report. The world's five largest humanoid makers by shipments — AgiBot, Unitree, Galbot, UBTECH and Leju Robotics — are all Chinese and together accounted for 86% of global shipments in the first half of 2026.

That advantage compounds. Lower prices let Chinese makers deploy more robots, generating real-world data that improves the technology, and higher volumes push costs down further. Chinese firms are also pulling more of the tech stack in-house — Unitree is developing more components internally, and automakers like XPeng bring chip and vehicle-manufacturing experience to robotics.

You Can't Sanction Your Way Around a Cost Curve

The sharpest framing comes from Ankur Saxena, an investment director at TDK Ventures: "The United States leads in frontier AI, software and semiconductor innovation. China leads in manufacturing scale, supply-chain depth and cost." Crucially, he argues you can't sanction your way out of China's cost advantage — "you can only out-build it, and America has yet to begin making the decade-long investment that will require."

Industry analysts expect the realistic outcome to be a fragmented global market rather than a clean U.S.-China split. Even if Chinese robotics firms lose the American market, they retain a large domestic market and can expand into price-sensitive regions with severe labor shortages across Europe, Southeast Asia, Latin America and the Middle East. The drone market foreshadows this: an increasingly two-ecosystem world of NDAA-compliant U.S.-led systems versus low-cost, high-volume Chinese ones.

Analysis

The interesting tension here is that the U.S. is trying to apply a semiconductor-style playbook to an industry that doesn't work like semiconductors. As Saxena notes, robotics doesn't hinge on a single technology one country can easily control — unlike the chip supply chain, there's no one chokepoint. That makes export controls and tariffs blunter instruments.

The likely consequence is a decoupled globe: a security-prioritized Western market (defense and critical infrastructure, where NDAA compliance and long-range autonomy matter more than price) running alongside a cost-driven Chinese ecosystem exporting to the Global South. The next battleground may not even be the robots themselves — Heven AeroTech's Bentzion Levinson argues it's shifting to the energy and payload architecture that powers them, with battery constraints emerging as a key differentiator. For American robotics, the message is uncomfortable: protectionism buys time, but only a long, expensive build-out closes the cost gap.
